Rob Solt

President

Rob joined TEF Iowa in 1991, originally as a research analyst.  He’s held numerous positions with TEF and currently serves as President of the organization. Rob has been married to his wife Dana for 25 years. They have 4 children.

Rob volunteers at his church and with Bible Study Fellowship in North Liberty, Iowa.

 

Richard R. Phillips

Vice President, Secretary, Treasurer, General Counsel

Rich, a native of Muscatine, has been with TEF Iowa for over 10 years having previously been the President of Pearl Mutual Funds. He has been employed by private law firms in Iowa and financial institutions in Arizona and Iowa. A former Assistant Attorney General for the State of Arizona, Phillips worked in the area of money laundering and criminal forfeiture. He served as the elected Muscatine County Attorney for 10 years and during his public service was chair of the Iowa County Attorney Association Legislation Committee, lobbying at the Iowa Capitol and served as President of the association. Phillips earned degrees from Iowa State University and Drake Law School.

Rich is married to Patricia, a middle school teacher. They have 4 adult children and 6 grandchildren. They are both active in their parish and school.

Walt Rogers

Deputy Director

Walt joined TEF Iowa in 2019 after serving eight years in the statehouse representing Cedar Falls and Black Hawk County, where he solidified his reputation as a fiscally responsible legislator, pushing state government to be smaller and smarter with taxpayer dollars. He was elected by his colleagues to serve as an Assistant House Majority Leader in his first term. In 2012, Rogers was one of 17 Legislators around the country named as emerging leaders by GOPAC, an organization that helps train leaders. In 2016, Rogers was appointed by the Speaker of the House to chair the Education Committee where he led an acclaimed effort for local control and streamlining of decisions and funding in public education. Walt's diverse background includes a resume of plant supervisor, chemical engineering, sales executive, artist and festival management, leadership consulting and Youth Pastor. Walt is married to his high school sweetheart Jenny, a Speech Language Pathologist. They have 3 adult children and eleven grandchildren.

John Hendrickson

Policy Director

John Hendrickson joined the TEF Iowa team in 2017. Before becoming Policy Director for TEF Iowa, Hendrickson served as a Research Analyst with Public Interest Institute, a public policy research group and as a researcher for the Heritage Foundation. His articles have been published in many newspapers across Iowa including the Des Moines Register, Cedar Rapids Gazette and the Lee Enterprises newspapers.

Hendrickson earned both his BA and MA degrees in History from the University of North Dakota. He specializes in American political and constitutional history.

 

 

 

Barry Lafever

Multimedia Specialist

Barry has been TEF Iowa's Multimedia Specialist since 2018. He creates digital animation, pictures, graphics, video, and print content from idea to posting. He has over 15 years of design and print experience with O.P. Printing and Iowans for Tax Relief.

Barry and his wife Alison have one son and are actively involved in their church, local fire department, and community.

Contributing Scholars serve as adjunct policy experts at TEF Iowa. These individuals are distinguished within their professions and fields of study, having demonstrated years of practical, real-world experience. While Contributing Scholars partner with TEF Iowa on specific projects and function as policy advisors, they maintain independent interests not affiliated with TEF Iowa.

 

Alan Ostergren

Contributing Scholar

Alan Ostergren is President of Kirkwood Institute, a non-profit, strategic litigation law firm in West Des Moines, Iowa, as well as an attorney in private practice.

Ostergren earned his bachelor’s degree from Grinnell College in 1994 and graduated with honors from Drake University School of Law, where he earned his Juris Doctorate in 1997.

As a prosecutor with over twenty years of experience, Ostergren served as Assistant Muscatine County Attorney from 1997 to 2011. Starting in 1999, he also worked as Special Assistant U.S. Attorney for three years, primarily handling federal drug, firearm, and immigration cases out of Muscatine County. Ostergren was elected to be Muscatine County Attorney and took office in January 2011. He served as County Attorney for nearly ten years before leaving office to found Kirkwood Institute.

Alan is a frequent guest on Iowa media programs and has been featured on Dateline NBC.

Dr. Chris Peters

Contributing Scholar

Dr. Chris Peters is a Contributing Scholar to TEF Iowa, a 9-year Army Medical Corps veteran, a surgeon, and a small business-owner in Coralville. He was also the Republican candidate for U.S. Congress in Iowa’s 2nd District in 2016 and 2018. Most importantly, Chris has been happily married to Julie for 26 years, is the proud father of three adult sons, Cole, Jake, and Caleb, and is the delighted grandfather to Jake’s son, Liam.
